Who can get a Serbian residence permit
Serbia does not run a points system or a quota. Any foreign national can apply, provided the application rests on a ground the Law on Foreigners recognises and the supporting file actually proves that ground. There is no nationality that is excluded outright, and there is no minimum income test applied across the board. The financial threshold is tied to the ground you choose.
That makes the ground itself the entire decision. Applicants who pick a ground because it sounds easiest, rather than because their documents genuinely support it, are the ones who end up refused.
The five legal grounds, compared
Most foreign nationals in Serbia hold residence on one of the following. They differ sharply in cost, in how much paperwork they generate afterwards, and in how well they survive a renewal.
- Company ownership or self-employment: register a sole proprietorship or a limited company, then apply on the basis of running it. The most common route for remote workers and small business owners.
- Employment: an employer in Serbia sponsors you through the unified residence-and-work permit. Least paperwork for you, but ties your status to that employer.
- Family reunification: spouse, minor children or parents of someone who already holds Serbian residence or citizenship. Cheapest route where it applies.
- Property ownership: owning residential property in Serbia. Straightforward to prove, but the property has to be genuinely habitable and registered in your name.
- Study or research: enrolment at an accredited Serbian institution. Time on this ground counts toward permanent residence in most cases, but confirm before relying on it.
What the process actually looks like
The sequence matters more than any single step. Applications fail because things were done in the wrong order: most often because someone applied before their address registration existed, or let their legal entry period lapse while assembling documents.
- 1Register your address
The white card has to exist before anything else. It is the document that proves where you live, and the residence application refers to it.
- 2Establish the ground
Register the company, sign the employment contract, complete the property purchase, or document the family relationship. The ground must exist on paper before you apply on it.
- 3Assemble foreign documents
Civil-status documents from your home country, where the ground needs them: birth and marriage certificates for family reunification, qualifications for some work permits. Apostilled there, then translated by a Serbian court-certified translator. This is the long pole. Start it first. A criminal record certificate is not on the list: Serbia runs its own checks and does not ask for one on a temporary residence application.
- 4Submit through the portal
The application and fee payment go through the government's foreigners portal, which also schedules your in-person appointment.
- 5Attend in person
Biometrics and document verification at the police administration. Bring originals of everything you uploaded.
- 6Collect the card
The permit is issued as a biometric card. Expect to return to collect it.
Documents you will need from your home country
Everything issued outside Serbia needs two things before it is usable: an apostille from the issuing country, and a translation by a translator certified by a Serbian court. A notarised translation done abroad is generally not accepted in place of a Serbian court translation.
Get these moving before you arrive. Applicants who wait until they are in Belgrade routinely find their legal entry period running out while a certificate is still in the post from home.
What it costs
Budget three separate things: government administrative fees, the cost of establishing the ground itself, and translation. Translation is consistently the line people underestimate, because every foreign document is priced per page.

Frequently asked questions
The in-country part is usually a matter of weeks once the file is complete. The unpredictable part is upstream: obtaining and apostilling documents in your home country regularly takes longer than the Serbian side of the process.
When this is not the right route for you
- You want a residence permit without spending any time in Serbia. Every ground requires at least some physical presence, and the biometric appointment cannot be delegated.
- Your goal is EU rights rather than living in Serbia. A Serbian permit does not lead there. Serbia is not an EU member. Raise it at the consultation rather than filing here: Montenegro is the furthest along of the candidate countries and we handle residence there too.
- You need status resolved this week. Even a clean file depends on documents issued abroad.
- You want us to describe a ground on the application that does not match your actual situation. We will not file that.
