Why the registration clause decides everything

Your address registration, the white card, is a legal obligation with a 24-hour deadline, and the duty sits with whoever accommodates you. It is also a precondition for a residence application and for most things you will do afterwards.

The problem is structural rather than personal. Rental income in Serbia is frequently undeclared, and registering a tenant creates a record of the tenancy. A landlord who is not declaring the income has a direct reason to refuse, and they rarely say so up front.

So the question to ask before viewing, not after agreeing terms, is whether the landlord will register you and put that in the contract. A landlord who hesitates on that question has answered a different, more useful question about the rest of the tenancy.

What a written lease needs to contain

Verbal tenancies are common here and are a bad idea for a foreign national, because the lease is evidence you may need for your residence file.

  • The landlord's full details and proof they actually own the property, or are authorised to let it.
  • The exact address as it will be registered, matching the cadastre rather than how the building is colloquially known.
  • An explicit undertaking to register you and to re-register after you re-enter the country.
  • Term, rent, what the rent includes, and how increases work.
  • Deposit amount and the conditions for its return.
  • Which utilities you pay, and who holds the accounts.

Deposits, agency fees and what is normal

Expect a deposit of about one month's rent, and an agency commission where an agent is involved, typically calculated as a share of one month's rent. Rent is often quoted in euros and paid in dinars at the day's rate, which is worth pinning down in the contract.

Utilities in Belgrade usually arrive as a combined monthly bill covering building services, separate from electricity. Ask what the previous tenant actually paid in winter rather than what the summer bill looks like.

If your landlord refuses to register you

This is common enough that it has a standard answer, and it is not a reason to panic or to give up the apartment automatically.

There are legitimate routes, and which one applies depends on your situation and on what the landlord's actual objection is. What does not work is leaving it unresolved and hoping it will not matter, because it will surface at exactly the moment you file your residence application.
